To my mind, creative writing is also one of the only subjects that has the potential to deliver something truly unique and world-changing. There will always be the just-passes, the average, but every student also learns useful transferable skills. But if all writing is a translation of the way we experience the world, can't we also change the world, our understanding of it, with writing? Creative Writing courses are here to stay. Yes, you can teach creative writing. It's about learning how to look. You also need to teach teachers how to get this information across and teach students that degrees aren't a sure-fire way to getting published. There needs to be a clearer explanation and awareness of what writing courses do. Getting students on the road to publication is only one consequence and it takes a long time and a lot of hard work. So do a writing course if you want to explore yourself and the world around you. Do it with the awareness that if you do it well enough then yes, publication in some shape or form could well follow.
